Technical Assistance Service Provider (TASP)

Program Overview

The Technical Assistance Service Provider (TASP) is a program of the Front Range Waste Diversion Enterprise Grant Fund. TASP delivers technical assistance to Front Range communities, from workshops to multiple-month direct consulting support.

Mission

The mission of TASP is to directly assist local governments across the Front Range with increasing diversion rates and reducing waste by implementing sustainable, long-term solutions that meet the unique needs of each community. The overall aim of the FRWD program, as outlined in state statute, is to provide funding and support to achieve the state of Colorado’s municipal waste diversion goals.

    Applicant Eligibility

    Any community located in Colorado’s Front Range is eligible to receive support through TASP. Communities may apply independently, or multiple towns, cities, and/or counties can work together on a joint project.

    Eligible entities include:
    • Towns
    • Cities
    • Counties
    • Unincorporated areas
    • Tribes
    • Public K-12 school districts

    Private entities and non-profits are not eligible for TASP but may be eligible for FRWD grants or RREO grants.

    Types of Projects Supported

    TASP provides communities with a range of technical assistance options. The program meets communities where they are today. Projects can range in size. Smaller projects take only 1 – 2 months to complete and require about 30 hours or more of consulting support. Complex, large-scale projects may take over a year to complete and more than 300 hours of consulting.

    Examples of the types of projects that TASP can support include, but are not limited to:

    • Waste diversion action plans
    • Recycling drop-off center analysis, design, and planning
    • Organics diversion program design and implementation
    • Policy design and implementation, including hauler licensing
    • Zero waste programming support and regional ‘wasteshed’ planning
    • Contracting and RFP support
    • Education, outreach, and engagement, including stakeholder engagement
    • And many others!

    TASP does not provide capital funding. Communities interested in capital funding should consider applying for FRWD grants or RREO grants.

    TASP Contractor Team

    The TASP contractor team is led by Resource Recycling Systems (RRS) and Eco-Cycle. They will provide subject matter expertise and consultation to communities.

  • No-Cost to Communities

    There is no cost to communities to receive TASP consulting support. The Front Range Waste Diversion (FRWD) enterprise grant fund covers the cost. CDPHE and the FRWD Board of Directors administer the FRWD Program.

Applications are accepted year-round but are only reviewed for selection once or twice per year. The final deadline to submit project applications in 2023 was on November 30. The next deadline to submit project applications is anticipated to be in 2024, but the date has not been set. If you need less than 30 hours of consulting, schedule a meeting with a TASP team member at any time.
